You are right about the inefficiency of foreigners coming to Japan, finding housing, opening a bank account, and setting up a company. I hope that these cumbersome procedures (and the discrimination against foreigners by many Japanese landlords) will disappear.
However, if we are looking for an example of how to dismantle the bureaucratic system in the United States today, I don't think that's what I want. With the separation of powers, Japan today is in a position where the judiciary and executive can veto any move made by politics (legislation). And that's not a bad thing. A few rich people cannot own the country.
